Job Description:

What's the role?

Provides Health, Safety, Security and Environmental support to the Tehachapi CA Lubricants Blending Plant. This role is responsible for implementing and sustaining compliance with the Shell HSSE Control Framework requirements and Federal, State & Local HSSE regulations. Fully supports Lubricants Supply Chain’s vision to drive Goal Zero HSSE performance by embedding a culture of caring for others, and mentoring employees with regard to risk identification and mitigation. Team player with the ability to instruct, guide, develop and motivate others. Strong communication skills up, down, and across the organization.

Position description – Accountabilities


Assures compliance with Shell’s HSSE Control Framework and LSC Americas HSSE Reference Manuals.
Introduces and sustains appropriate controls to ensure the business is operated in a manner consistent with the Shell Americas LSC HSSE Management System (MS) minimizing health, safety, security and environmental risks.
Custodian of SPCC, FRP, ERAP, SWPPP and serves as Safety Officer for exercises and Emergency Response events.
Solicits, shares & leverages best practices and implements learning from incidents locally and across the Americas Region as appropriate.

Evaluates and facilitates development of HSSE competencies for local Lubricants operators & staff.
Interacts with the Americas HSSE Team, and Global Lubricants HSSE Team to support the co-ordination, implementation, and integration of processes into local HSSE programs.
Participates in routine Contractor HSSE Performance reviews to achieve continuous improvement.
Responsible to develop, implement, and lead HSSE programs across all North American Lubricants Plants as assigned.
Co-ordinates locally and participates regionally as necessary in Line of Defense (LOD) assurance reviews.
Ensures required, regulatory HSSE training materials are available to the Plant Leadership Team and facilitates face-to-face training as required.
Advises the site on local and established environmental regulations, while facilitating the acquisition of support resources for emerging issues.
Leads, participates and/or advises on incident investigations, potential incidents and near misses as appropriate or necessary.
Ensures compliance with the Shell Performance Monitoring & Reporting Specification and accuracy of local HSSE data management
Locally accountable for compliance with the Shell Lubricants Incident Notification, Investigation, & Reporting Procedure.
Ensures accurate and timely FIM entries by the local HSSE Administrator and serves as incident approver.
Liaison to Shell Corporate Security to ensure site security controls are in place, including facilitation of periodic Security Risk Assessments (SRA).
Supports the Hazard Effect Management Process (HEMP) by leading the local five-year review, and ensuring all necessary controls are in-place or gaps identified and communicated.
Accountable to ensure routine updates of the Health Risk Assessment (HRA) and necessary controls are effective.

What we need from you?


Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor of Science in Industrial Health and Safety or Technical equivalent preferred
Minimum of five years Industrial Site Health & Safety experience required
Knowledge and experience to implement local legislation and Group HSSE Policies & procedures
Experience performing HSSE audits and proficiency in incident investigation
Ability to manage and influence stakeholders in building a generative HSSE culture
Experience in leading diverse and cross-functional teams
Effective communication skills
Displays Interpersonal Effectiveness
Personal creativity and innovation
Motivates, Coaches and Develops
Working knowledge of Microsoft software products and Fountain Incident Management Reporting tool
Fluency in the English language,


Dimensions:


This position is based in the Tehachapi CA area
Position directly reports to the N.A. (Houston based) HSSE Manager, with a dotted line reporting accountability to the River Rouge LOBP Plant Manager and Fowlerville LOBP Plant Manager
Standard 5/40 or 8/90 work schedule
Periodic, after hours availability may be required to support the business
