Job Description:

The Pennsylvania Chemical Plant, formerly known as Project Franklin, will be a world-scale petrochemical plant in Western Pennsylvania that upgrades locally-produced ethane from Marcellus and Utica shale formations gas production to make polyethylene. The petrochemical complex will consist of a world-scale Ethane Cracker Unit (ECU), multiple polyethylene (PE) units, PE logistics and supporting OSBL (utilities, general facilities, storage, and hydrocarbon logistics). The FID (Final Investment Decision) was made in Q2 2016 and the project is now in Execute Phase. As construction of the site progresses, the site is now growing to support Commissioning and Start-Up activities and prepare for full operation in the early 2020s.

The Site is located in the Pittsburgh, PA area (Monaca, PA). Not only are we building a world-class asset, we’re building a world-class asset organization. This position is critical to the mission of team, and this will promise to be a once-in-a-lifetime experience.

The Electrical Engineer has the Responsibility to:

Assist in development of site Electrical policies and procedures, as well as support CSU activities prior to site start-up. Provide functional leadership, technical support, and strategic planning for a portion of the manufacturing and operating units at the Penn Chem facility. The position will focus on ensuring safe commissioning and operation, integrity, reliability, adherence to standards, and sustainability of the electrical assets in the area supported.


Drive the Site HSSE Goal Zero behaviors and Flagship culture, particularly, in the area of Electrical Safety.
Provide support for ESPIR, RCM, PML, CP, Electrical procedure development.
Demonstrate ownership and support of the electrical systems utilization equipment for assigned unit.
Develop and implement long-range plans and infrastructure projects.
Develop preventative maintenance requirements and plans for electrical systems.
Provide technical assurance on the design, selection, construction, commissioning and start-up of electrical equipment for area supported.
Provide engineering guidance to area electrical inspectors for repair of electrical installations.
Ensure compliance with OSHA, company, industry codes & standards, and internal procedures.
Participate in, and at times lead root cause analysis teams when electrical equipment is involved.
Develop turnaround work scope and support the TA Planner with robust execution plans.
Lead electrical efforts during plant emergencies and recoveries.
Maintain knowledge of new technology for application in site equipment design, testing, and installations.
Provide coaching and training to inspectors and Electrical crafts in such areas as troubleshooting, proactive monitoring and what to look for, root cause analysis, etc. We want to empower the staff at all levels.

This is a unique opportunity to help define and shape the operations and maintenance strategies for Electrical equipment for a green filed mega project. The candidate will be expected to demonstrate and live the site’s “Core Values” of: Ownership, Innovation, Partnership, Community-ship, Customer Centricity. The Electrical group at Penn Chem. includes Electrical Engineers and Inspectors, who support projects, turnarounds, and the production units. The role requires collaboration with maintenance, projects group, production, rotating equipment, control systems, site leadership, electrical discipline outside of Penn Chem, and 3rd party vendors and engineering companies.

The Electrical Engineer must be a credible spokesperson, capable of delivering recommendations with clarity and conviction. Safety, reliability and operability over complex electrical equipment must be achieved. The electrical engineer must be efficient at prioritization and use of resources.

Key challenges of this position include understanding the proper application of electrical equipment for power, and control systems. This includes the ability to articulate issues to facility operations, business managers, project managers and procurement. This requires being able to manage multiple tasks and priorities simultaneously.

This is a critical role to fill, in order to support the future operating assets as well as development of Electrical procedures and CSU support. Expectations are that the technical organizations are staffed to ensure that we provide a proper level of technical assurance, as well as leadership to coach and mentor peers.

Requirements:


Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's Degree in Electrical Engineering required.
Minimum of four (4) years' experience as a discipline Electrical Engineer.
Experience in a refinery or chemical manufacturing complex is a plus.
The successful candidate must be a self-starter and an independent worker capable of collaborating in a team environment. The ability to prioritize, manage multiple tasks, and demonstrate strong written and oral communication skills are key qualifications.
The following skills are required: strong trouble-shooting and analytical skills, application of the National Electric Code, NFPA 70E (Standard for Electrical Safety in The Work Place), NFPA 70B (Recommended Practice for Electrical Equipment Maintenance), API RP-500 (Recommended Practice for Classification of Locations for Electrical Installations), and Shell Design & Engineering Practices, adept with Microsoft Office, and the ability to learn other software tools such as databases and drawing packages.


Significant experience in the following areas is highly desirable:


Power distribution systems, computer based protection components and systems, including high voltage switchgear and transformers.
Independently derived power generation sources and variable frequency drives.
Uninterruptible power supply systems including batteries.
Electric heat tracing and systems.
Large induction motors and large synchronous motors.
Area classification design including hardware application.
Arc flash design and mitigation.
Power system modeling including studies of load flow, short circuit, protective device coordination, and arc flash.


Experience with the following hardware and systems can be a big plus:


Systems with voltages: 138kV, 35kV, 13.8kV, 4.16kV, and low voltage.
Power management systems.
Circuit breaker technologies: SF6 gas, vacuum, and air standby & emergency generators.
Power factor correction capacitors and systems.
Cathodic protection hardware and systems.
Motor operated valves (MOVs).
Familiarity with causal learning techniques and reliability modeling
