Telecommunications Outside Plant Engineer
Responsible for oversight of all new fiber activity on the network. This responsibility includes planning, engineering, and installation of aerial and underground fiber optic facilities to support customer growth and network optimization. This individual will conduct site surveys, engineer the customer requested solution and manage installation activity. The Outside Plant Engineer will have a key role in cultivating Horizon's relationships with local municipalities and utility agencies. A successful candidate will possess the ability to manage multiple projects against specific timelines. Individual must have strong organizational and communication skills necessary to identify project dependencies and complete deliverables throughout fiber construction lifecycle.
Essential Job Functions
Understand overall project contractual requirements, client expectations, resource availability, priorities and goals, risk management, and overall scope of work.
OSPE must have knowledge of aerial, buried, underground and building entrance design.
OSPE will support the design and engineering process by planning and preparing drawings for construction of new or rearrangement of existing fiber optic cables, and conduits to obtain optimum and economical utilization of communications facilities.
OSPE must be able to read and understand highway/road prints, be able to identify conflicts with existing outside plant facilities, and select routing required for work projects.
OSPE may be required to provide on-site construction inspection to ensure design specifications are met by the construction contractor. Further duties will include but are not limited to redlines, bore design, CAD, and make-ready analysis, field notes, pole survey, sonde conduit, locating, QC prints, butterfly drawings, and preparation of prints.
Familiar with project-based CAPEX budgeting concepts, management and forecasting.
Qualifications
Competent in industry standard fiber mapping tools: Google Earth, .KMZ file creation/modification and fiber inventory systems management i.e. OSPInsight. Mapcom, Network Express etc.
Excellent oral and written communication skills.
Ability to track, prioritize, and complete multiple projects simultaneously.
Problem solving and decision-making skills.
Analytical and research skills.
Ability to meet deadlines and work with others in a team environment.
Thorough knowledge of accepted telecommunication engineering practices.
Thorough knowledge of aerial and buried cable placement and splicing methods, copper, and fiber.
Ability to travel locally, and overnight from time to time.
Requirements
Vocational Training and/or two-year technical college
3-4 years, previous Outside Plant, Fiber Planning, Engineering, and Installation
Previous Project Management experience
